So, the policy worked, just a little too good as I don't want it to apply to the Administrators.
The actualy Domain Administrator Account is not listed under here, but the Domain Admin is part of the Group. When I look at Delegation and Advanced, Domain Admins are listed but Apply Group Policy is not checked. I changed User Configuration > Policies > Administrative Templates > Start Menu and Taskbar > Remove and prevent access to the Shut Down, Restart, and Hibernate Commands ENABLED. Is there a suggestion for making this option available for a Domain Administrator (or any member of the Domain Administrators Group), but still hide from the user?
That policy works great, other than, it also hides the options for the logged in Domain Administrator Account. So, I created a Group Policy to hide those options from the Start Menu. I noticed that out of the box, any user could choose Reboot or Shutdown from the Start Menu. I am setting up a Server 2008R2 environment for testing. I run a Citrix environment, which relies on Microsoft Remote Desktop Services.
